The licencees that are subject to the Mandatory Standard include:

• Network Facilities Providers
• Network Service Providers
  

In general terms a network facilities provider owns physical structures such as antenna towers or rooftop sites whereas a  network service provider operates the mobile data and voice services. The telecommunication infrastructure that fall under this regulation includes base station transmitters, repeaters and broadcast transmitters.
